Workforce Investment Act

The Workforce Investment Act (WIA) is a “Native American Program” as stated in Section 166 of the Workforce Investment Act and receives grant funds directly from the Department of Labor (DOL). The Workforce Investment Act program is under the authority of the Office of Workforce Investment, Division of Adult Services and administered through the Indian and Native American Programs (INAP).


To be eligible, a participant must be a member of a federally recognized tribe, they must be unemployed, underemployed, and must meet the income guidelines determined by the Department of Labor. http://aspe.hhs.gov/poverty/


The overall purpose of the Workforce Investment Act (WIA) program is to increase the labor force participation rate among Native Americans by providing workforce training activities that increase employment, retention, and earnings increase.


WIA provides the following services to meet the needs of Native Americans preparing to enter, reenter, and retain unsubsidized employment:

  • Core Services: Outreach, intake, orientation to services, eligibility, job search and placement, labor market information, follow up services (follow up services are provided to ensure individuals maintain and overcome any barriers which prevent them from completing their education and training goals).
  • Intensive Services: Individual employment plan, case management, support services, and Work Experience.
  • Training Services: On the Job Training, skills upgrade, education and tuition assistance, job readiness training, GED attainment, and customized training for employers with commitments to hire.
